Ahh, cool I missed the computer level rules. Would it still be possible to have this executable added during installation to the registy entires mentioned in the google toolbar thread? Some yahoo widgets redraw themselves and others don't so the only way it works correctly is if it's sticky otherwise half of the widgets show up at random times on the virtual desktops.
