Would it be possible to have rules to force applications to run on a specific desktop only, even if started from a different desktop?

Also, on the right click menu, virtual desktop toolbox. At present there is a Add to.. function, could a Send to.. be added so you could add to another desktop and remove from the current on in a single click?
